Please open a command prompt (cmd.exe) as admin and run the following command to install .Net 3.5:
(replace D: with your mounted Win10 ISO)
In some environment, DISM fails to fetch the file (Proxy, network policies). The DISM command takes the files from the DVD and you're fine.
If you are MSDN subscriber you can also download the

Windows Side by Side (WinSxS) location is probably empty in the registry.
From the GUI called from APPWIZ.CPL this results in error code: 0x800F081F
Check/add the subkey 'Servicing', and the value of 'LocalSourcePath'. It should contain a correct string (e.g. 'd:sourcessxs'), data type (REG_SZ).Where 'd:' represents your Windows media drive letter.

I was stumped when this was failing as well but then found out I had a group policy blocking me from enabling windows features.
gpedit.msc >> Computer Configuration >> Administrative Templates >> System >> Specify settings for optional component installation and component repair.
Set to Enabled
and check Contact Windows Update directly to download repair content instead of Windows Server Update Services (WSUS)

Preparation:Windows 10 DVD, ISO image or your bootable flash drive with Windows 10
Directions:
- Insert your Windows 10 DVD, or double click its ISO image, or insert your bootable flash drive with Windows 10, depending on what you have.
- Open 'This PC' in File Explorer and note the drive letter of the installation media you have inserted. In my case it is disk I:
- Open CMD with administrative privileges and type the following command:Dism /online /enable-feature /featurename:NetFx3 /All /Source:X:sourcessxs /LimitAccess
Replace X with your drive letter for Windows 10 installation media.
It takes 20 minutes to complete.

Trying to update my German Windows 8.1. Professional to Windows 10, it fails after about half an hour with the (German) error message:
We've set your PC back to the way it was just before you started installing Windows 10.
0x80070004 - 0x3000D
The installation failed in the FIRST_BOOT phase with an error during MIGRATE_DATA operation
The installation failed in the FIRST_BOOT phase with an error during MIGRATE_DATA operation
I've looked into the Windows Event log (and found nothing meaningful) and also did a Google search which leads to this chinese post which suggests a solution that I do not understand (after translating).
My question:
Any hints on how to resolve the error that occurs during the installation?
Update 1:
The chinese post Google-translated to English suggests:
We recommend that you set for automatic windows update. If the download is complete, in which tips off network may try to install during the installation stage.
If that does not work, please wait for a new installation after the 29th win10 official release!
Update 2:
I did again try to install:
- Install all Windows 8.1 updates through Windows Update.
- Reboot just to be sure.
- Check again if any missing Windows Updates (none).
- Try to upgrade again to Windows 10.
Unfortunately one hour later the upgrade was canceled again with the same error.

Finally I've got a working solution, based on this tweet:
- Disable all antivirus tools (I've had no external tools beside the Windows-built-in, so nothing to do here for me).
- Follow the instructions in the KB article.
The KB article shows a script to run, after installing a MSI.
I've had to adjust the script since the Windows user group account
administrators
is named administratoren
in my German Windows 8.1.After running the adjusted script (for about 10-20 minutes), I've launched the Windows 10 setup again and it ran k.
I'm now writing this from my Windows 10 and seem to be happy.
Update
Since the Microsoft KB article seems to be removed, I've opened the Google Cache version of the KB article and copying the relevant information here.
From the KB article:
Error 0x80070005 in Windows Update when you try to install updates
Resolution
Error code 0x80070005 is also known as 'ACCESS DENIED.' It usually occurs when you lack file or registry permissions that are required to install the update. (Because file or registry permissions may be changed by malware, we recommend that you scan for malware after you repair the permissions.)
To resolve the issue, make sure that you are logged on as an administrator, and then install the updates again. If the problem continues, use the SubInACL tool to repair file and registry permissions. To do this, follow these steps:
- Download the SubInACL tool (Mirror), and install it to the default path that is offered by the installer. The default path will be one of the following, depending on your version of Windows:
- %ProgramFiles%Windows Resource KitsTools (32-bit versions of Windows)
- %ProgramFiles(x86)%Windows Resource KitsTools (64-bit versions of Windows)
- Start Notepad, and then copy and paste the following commands:
- Save the file as Reset.cmd. (Super User note: English download, German download)
- Right-click the Reset.cmd file in File Explorer (in Windows 8.1 and Windows 8) or Windows Explorer (in Windows 7 and Windows Vista), and then click Run as administrator. In Windows XP, double-click the file in Windows Explorer.
- Wait until the execution finishes, and then try to install the update again.
Note If you receive errors when you run SubInAcl, see the following Microsoft blog: Notes about a couple of possible issues while using the SubInAcl tool.

When trying to install Windows 10 or upgrade Windows 10, you may get an error which says ‘We couldn’t install Windows 10, 0x8007002C-0x400D‘ with a detailed error message as ‘The installation failed in the SECOND_BOOT phase with an error during MIGRATE-DATA operation‘. This message means that some of the files are locked out because of some reason, and Windows is not able to migrate it to the new version. Th reason could also be insufficient disk space. So no matter how many time you try to upgrade, it will always result in a rollback to previous Windows.

1] Disable antivirus
Sometimes Anti-virus software blocks file access or even disk access. It is better that you disable the Anti-Virus and Security software before initiating the upgrade. You can either unlock all those files or uninstall the software after removing all the locked files. Post, this try to install again.
